Commission hears proposed code change to extend permit expiration windows

Vivian Day, director of the Department of Building Inspection, summarized draft changes discussed at Public Advisory Committee meetings on Jan. 19 and Jan. 27, including a proposal to extend application expiration for projects over $1,000,000 from 360 days to 720 days (two years). Day said the PAC will continue consideration on Feb. 8 and that because the proposal affects the California Building Code it will need review by the appropriate state committee (referred to in the hearing as the CAC).
"They asked to have the application expiration for over $1,000,000 extended for 720 days instead of 360 days," Day said. She emphasized the edits are substantial and that the draft is not final; the item will return to the commission after PAC input and legal review.
The commission discussed whether the change constitutes a code amendment rather than an administrative bulletin; Day said it is a code change and will proceed through city and state review channels. Commissioners recommended returning the item to the March meeting after PAC review and city-attorney consultation.
