SFUSD plans full return Aug. 16, sets three districtwide start times to standardize schedules

Superintendent Dr. Vincent Matthews said the district is planning for a full, five‑day return to in‑person learning on Aug. 16, 2021, and unveiled a plan to standardize school start and end times across San Francisco Unified School District to three common bell schedules. "All schools will start at 1 of the 3 times: 07:50, 08:40, or 09:30," Matthews said, adding the changes are designed both to bring secondary schools into compliance with a new state law and to improve student health and academic outcomes.

District staff said later start times for older students are backed by research showing benefits for teens’ physical and mental health and academic performance. Officials said standardizing schedules will also allow a weekly early‑release day for teacher collaborative planning and enable bus fleets to serve multiple routes, which the district estimates will save about $3,000,000 annually in transportation costs.

Chief planners described the implementation details: elementary, middle and high schools will have consistent day lengths tied to the three start times; elementary schools that begin at 07:50 will end at 2:05 p.m., 08:40 start schools will end at 2:55 p.m., and schools starting at 09:30 will end at 3:45 p.m. Middle schools that start at 09:30 will end at 4:00 p.m.; high schools will be grouped at an 08:40 start with sites developing specific master schedules.

Orla O’Keefe, who led the start‑time design, told the board the district modeled many schedule options with transportation and equity criteria: "Developing new start times is incredibly complicated," she said, noting staff worked with researchers and the district’s school leaders to minimize disruption while achieving equity and fiscal goals.

The plan sparked extensive public comment and questions from board members. Parents, teachers and community members raised concerns about short notice, effects on athletics and after‑school programs, impacts on families’ work schedules and on students with therapy appointments and special‑education needs. Several callers urged more site‑level engagement before finalization.

Staff responded that many schools will see little or no change (district data shared with the board shows roughly 48 schools with no time change and most others changing by less than 30 minutes) and that work is under way with community‑based organizations and transportation partners, including Muni, to identify before‑ and after‑school supports and service adjustments. The district said it would post school‑specific start times and detailed FAQs on the SFUSD website and expects to finalize master schedules in early June.

District facilities and operations staff also reported on preparations to reopen classrooms safely: targeted ventilation improvements, inventory and replacement of filters, portable air cleaner purchases for rooms without operable windows, and logistics planning to move furniture back into classrooms. Officials emphasized continued masking and coordination with public‑health partners and announced student and family vaccine clinics beginning in June.

Next steps: staff will publish school‑specific start times and schedules and continue outreach to school sites, families and community partners; master schedules are expected to be finalized in the coming weeks, and the board will receive follow‑up reports as the district works to align transportation, after‑school programs and labor agreements with the changes.
