The Abatement Appeals Board on Nov. 16 voted unanimously to uphold the department’s order of abatement for Case 6754536 (536 Lately Street, rear building) while giving the appellant time to obtain required plumbing permits.
Inspector testimony described the violation as plumbing work for a rear‑building kitchen and bathroom cited in 2006; the department said it had no plumbing permit on file for the work and recommended upholding the abatement and assessing costs. Owner Ian Haddow presented historical records and argued that older permits and confusing records could support legalization; he described financial hardship dating to a fire and subsequent repairs.
After discussion, commissioners moved to uphold the department’s action and give the appellant 90 days to obtain permits and complete the required work. The board’s roll call recorded unanimous support for the motion. The board instructed the appellant to present permit filings and inspections within that period.
