Residents tell commission of unpermitted work, lead concerns at Stow Lake Boathouse; inspector procedures flagged

Suzanne Dumont told commissioners that Recreation and Park had power‑washed and removed decades of lead paint from the historic Stow Lake Boathouse without protective netting or tarps and that DBI and DPW denied jurisdiction when she raised complaints. She said paint chips and dust contaminated lawns and planting beds and that no permits for work at the boathouse were on file with DBI or DPW. "There are no permits on file at DBI or DPW for any of the work being performed at the boathouse," Dumont said, and she asked the commission to review her packet of photos and correspondence.
Nancy Werfel asked the commission to agendize a hearing on special inspections and compliance with Administrative Bulletin 46 after reviewing a Third Street construction incident that seriously injured four workers. Werfel said she found required special‑inspection documentation and progress reports missing from permit files and said a renewed review of AB‑46 compliance is needed.
Earl Shaddix described an immediate public‑safety concern at 4801 Third Street, saying the building is "literally collapsing onto the bus stop" and that he had pursued the matter through 311, his supervisor and the mayor without resolution. Other members of the public also raised blight and building condition complaints in the Bayview.
Commissioners thanked the speakers and directed staff to review submitted materials and consider scheduling hearings or informational items addressing special inspections, jurisdictional boundaries for park projects and the blight program.
