DBI reports preliminary year-end surplus, hiring and further digitization plans

DBI finance staff told the Building Inspection Commission that preliminary year-end revenues are roughly $5.3 million and that personnel savings and delayed invoices could yield about $3.5 million in expenditure savings. After accounting for prepaid plan-check/project credits of approximately $6 million, staff said the apparent surplus could decline to about $3 million by the time the books close.
DBI said it has started requisitions to refill positions vacated by retirees and has eight replacement hires since the last commission meeting. DBI noted it will re-open recruitment for clerks now that lists from the Department of Human Resources are available. Emily Morrison, previously on detail from DHR, is now a permanent DBI employee helping personnel processing.
On records and customer service, DBI said it is pursuing a citywide electronic document-management RFP and an electronic plan-review system; a prior RFP was unsuccessful and the department will re-issue the solicitation. DBI also described work with MIS and the Department of Technology to clean the address database ahead of a permit-tracking system launch planned after a 24-month implementation following contract start (DBI estimated a September 2013 go-live if the project begins in September).
