The presentation emphasized a cautious, phased approach and an online dashboard showing readiness across work streams including site assessments, PPE supply, staff training, testing, and labor agreements.
Key points: Deputy Superintendent Ford Morfeld outlined the priority student groups (pre-K/early ed, students in moderate-to-severe special day classes, county program students, and others who research indicates struggle most in distance learning) and proposed opening in waves across 12 initial sites with capacity to serve "a little more than 10,000" students in Phase 2A. The district described a two-week staggered cohort approach at each site (first PK/mod-severe SDC, then TK–1 two weeks later) and emphasized that all nine dashboard indicators must show green before sites open.
Family survey and timeline: Staff said a targeted registration survey for Phase 2A families will be distributed first to determine how many families intend to opt in; a districtwide family questionnaire is planned for early December. Staff also said site-by-site assessments (ventilation, sanitation, isolation areas) will be completed and included in the Dec. 8 plan materials.
Labor and safety: Multiple union representatives and paraeducators testified during public comment that MOUs and protective agreements must be completed or stronger than meet-and-confer language before reopening. Superintendent Matthews and legal counsel said meet-and-confer is the process that leads to MOUs and that MOUs are in progress with bargaining units.
Capacity and equity questions: Commissioners asked whether additional grades (for example, second grade) could be added to initial waves and whether neighborhoods such as Tenderloin, Excelsior, Chinatown and Soma were being sufficiently considered in site selection. Staff said selection prioritized (1) site readiness, (2) hosting multiple priority groups, and (3) geographic spread, and that staff will return with more detail on implications of adding grades or different sites.
What's next: Staff will present the detailed SFUSD Return Plan on Dec. 8, including site assessments and dashboard progress, and will circulate the Phase 2A family registration instrument prior to that date. The dashboard and site-specific readiness indicators will continue to be updated publicly on the district website.
