San Francisco Building Inspection Commission approves DBI 2011–12 budget 5–2

The San Francisco Building Inspection Commission voted to approve the Department of Building Inspectionproposed fiscal year 2011—12 budget on March 16, carrying the measure by a 5—2 margin.
Pamela Levin, DBI deputy director for administrative services, told the commission the department was projecting a positive balance at the end of the year of $2,800,000. "We continue to show a positive balance at the end of the year of $2,800,000," Levin said during the commission's budget presentation.
Director Vivian Day added that the surplus will be added to the operating fund "which will support any hires over and above the existing budget, in case revenues do not come in or begin to fall through the year." She said permit activity and developer interest in large projects suggest continued revenue into the next fiscal year.
Commissioner Walker moved to approve the budget; Commissioner Maher seconded the motion. President Murphy and Vice President Hetchanova voted no. Commissioners Clinch, Lee, Maher, Romero and Walker voted yes. The motion carried 5 to 2.
Commissioners who had pressed staff during earlier discussion said they wanted continued monitoring of hiring and the departmental fund balance. Levin told commissioners the department would provide updated projections in the next monthly report and examine filled positions carefully to refine budget estimates.
Public comment on the budget item was not offered at the time of the vote.
The commission's approval allows DBI to proceed with its staffing and program plans for the coming fiscal year while staff returns with more granular position- and salary-based projections in a subsequent report.
