SFUSD board adopts policy updates, ratifies MOU on sick leave and approves consent calendar

At its May 12 meeting the San Francisco Unified School District Board of Education adopted a set of board policy updates, ratified a memoranda of understanding (MOU) with United Administrators on sick leave and stipends, and approved the consent calendar. Roll-call votes were recorded for the actions reported at the meeting.

Commissioner Lyle reported that Rules Committee amended Board Policy 5,116.1 (Interdistrict Safety Transfer Process) after the agenda was posted to add language referencing the definition of bullying and the investigation process (pointing to Board Policy 5,131.2 and Administrative Regulation 5.131.2). Lyle asked that the final posted copies reflect that amendment. Lyle summarized staff’s recommended action: adopt the policies listed in items 1 through 11 as drafted, with the interdistrict safety transfer amendment noted.

Commissioner Lam asked staff to clarify how Career Technical Education (CTE) reporting will align with LCAP goals now that reporting is moving to an annual basis; staff said they would follow up with details and described current and planned reporting processes.

The board moved to adopt the listed policies and the clerk conducted a roll-call vote. The meeting record shows the adoption carried with six ayes.

Under a special order of business the board considered 2.05-1, a memorandum of understanding with United Administrators of San Francisco addressing sick leave and stipends during the city shelter-in-place order. Carlo Carmelo Scarlato, chief officer of labor relations, told the board the MOU "adheres to all of the sick leave language that has recently been instituted on federal and local levels" and also addresses working conditions. The board ratified that MOU by roll call (six ayes).

The consent calendar (routine items submitted for one vote) was moved, seconded and approved by roll call (six ayes). No items were severed for separate consideration at this meeting.

In a closed-session readout the board reported approvals of several personnel contracts and settlements: by a vote of seven ayes the board approved contracts for two principals, four assistant principals and one interim assistant principal; two OAH matters (PS v. SFUSD and LT v. SFUSD) were authorized for payment up to stipulated amounts; and, by six ayes with one absence, the board approved non-reelection of two probationary certificated employees. The board also approved a settlement agreement with a certificated administrator, as reported in the closed-session readout.

The board did not take additional public votes on these closed-session matters during the open meeting; the chair provided only the summary readout required by law.
