DBI director reports stable finances, RFP relaunch and legislative updates

Department of Building Inspection Director Vivian Dade briefed the commission on finances, ongoing contracts and legislation.
Dade said DBI is "holding our head above water," reporting that building‑permit revenues were down in February but noting a short month and holidays affected totals. MOUs with outside agencies remain on track. She said the department will reissue the permit‑tracking system RFP within 4–6 weeks and hopes for implementation within a 24‑month timeframe after award.
On legislation, Dade said the voluntary retrofit bill passed the Board of Supervisors and that a plan‑check fee waiver for voluntary retrofits will take effect April 15. The department is participating in the mandatory retrofit task force and reviewing administrative bulletins for conformity with state law. Dade also reported about 107 registered vacant buildings with a 40% completion rate for remediation and said DBI will continue outreach and inspections.
