DBI to roll out voluntary 'soft-story' retrofit program during Loma Prieta commemoration

Director Vivian Day told commissioners DBI is developing voluntary soft-story retrofit legislation and plans to introduce it in September or October, coinciding with Loma Prieta commemoration activities and public outreach events. Day said DBI will waive plan-check fees for participants in this voluntary program and is working with the Department of Emergency Management and federal agencies to seek FEMA grant funds that could be awarded retroactively to homeowners who complete work before grants are finalized.
Day also announced a series of town-hall meetings and two public hearings tied to the commemoration and that DBI staff will participate in a regional ShakeOut exercise to test interagency preparedness. Commissioners said rolling out soft-story policy during the commemoration offers an opportunity to emphasize building safety in public preparedness messaging.
