DBI flags MOUs for Transbay and other large projects, warns of staffing needs

Director Vivian Day told the Building Inspection Commission that DBI has drafted memoranda of understanding to provide plan-check and inspection services for several major projects, including the Transbay Joint Powers Authority terminal, a PUC building at 525 Golden Gate, Treasure Island work and the Port’s Exploratorium project. Day said the Transbay MOU alone is expected to generate more than $1 million in revenue, which triggers Board of Supervisors review and approval for contracts that exceed the $1 million threshold.
Day said some MOUs request full-time inspectors in specific disciplines. For Transbay she said the request so far is for one full-time inspector each for building, electrical and plumbing, paid by the requesting agency and present on-site Monday through Friday. The department will bring formal staffing requests and MOU language back to the commission and to the Board of Supervisors as required.
Commissioners asked whether these assignments are typical and whether DBI or the partner agencies initiated them; Day said agencies sometimes have their own inspectors but have asked DBI for plan-check and structural expertise. Day said the MOUs will require additional staff beyond current capacity, and any inspector hires or temporary positions would be processed through the budget and Board approval channels.
Day asked commissioners to review draft MOUs before signature, noting that no MOU has been signed yet and any MOU-spawned revenue was not included in the current fiscal-year budget because project timing fell after budget adoption.
