Building commission backs monitoring fee for verified code-enforcement cases

The Building Inspection Commission on Aug. 19 unanimously supported proposed legislation to levy a monitoring fee on verified code-enforcement cases to reimburse the Department of Building Inspection (DBI) for staff costs.
Director Vivian Day told commissioners the monitoring fee was introduced the previous day and would include related fee adjustments for OSHPD inspectors and records retention imaging costs. The fee would be assessed after specified compliance periods expire and DBI began monthly case monitoring to promote compliance before cases advance to director’s hearings or abatement appeals.
Commissioner Lee moved to support introduction of the legislation; the motion was seconded and carried unanimously. Day said the code advisory committee recommended referral and that the department intends to bring affected experts to the committee and to the commission for further review before final adoption.
Day said the monitoring fee aims to reimburse staff time and overhead and to encourage efficient owner compliance. The commission took no amendment on the ordinance at the meeting; it referred the introduced ordinance to the normal legislative and review process.
