Commission approves SURF supplemental appropriation submission to delay terminations

Pamela Levin, DBI Finance Services Manager, presented a supplemental appropriation package for the Code Enforcement Rehabilitation Fund (SURF), explaining the state-authorized allowable uses and that the department currently has $818,000 in fund balance but only $80,000 in appropriation authority. Levin described the package: de-appropriate $81,000 of prior use, reserve $10,000 for hardship loans and grants administered by the Mayor's Office of Housing, transfer $343,000 to the repair and demolition fund to create a positive balance, and transfer $546,000 to the operating fund for code-enforcement activities. She noted that the supplemental must be approved by the commission, processed by the Controller's Office, then introduced and heard by the Board of Supervisors.
Commissioners asked whether the money could be used to delay terminations or restore any positions. Levin said the proposed transfer could be used to delay the effective dates of layoffs (extending termination notices until July 1) as a one-time measure but is not a permanent solution. Commissioner Lee moved to approve submission of the supplemental; Commissioner Walker seconded. The Commission took no public comment on this motion and approved it by voice vote. Staff said they will forward the package to the Controller to prepare legislation for introduction to the Board of Supervisors.
