Building Inspection Commission appoints Vivian Day as permanent director; retains commission secretary

The Building Inspection Commission voted unanimously on Feb. 4 to offer the permanent director position to Acting Director Vivian Day and to retain Anne Hearn as commission secretary, disclosing both outcomes after separate closed-session evaluations.

Before the closed session on the director’s six-month performance review, multiple public commenters urged the commission to make Day permanent. John O'Connor of the Residential Builders Association said Day had “done an excellent job” in a difficult time and asked the commission to appoint her as permanent director. Rosemarie Bosque, Chief Housing Inspector, told the commission Day had repaired interdepartmental relationships, brought technical and practical knowledge to decisions, and introduced stronger fiscal procedures. Bosque urged commissioners to make Day the permanent director.

The commission convened a closed session to consider the appointment and later reconvened and disclosed a unanimous decision to offer the permanent director role; Day accepted the offer. The commission similarly held a closed evaluation for the commission secretary and disclosed a unanimous offer to retain Anne Hearn in that role; Hearn accepted.

Commissioners praised Day’s work on budget discipline, staff relations and code-enforcement priorities during public comment and after the disclosure. The appointments were reported as unanimous; the commission did not record amendments or conditions attached to either offer in its public disclosure.

The commission also noted it will continue to coordinate with the mayor’s office on the DBI budget and to schedule follow-up items at upcoming meetings.
