Pamela Levin, supervisor of Administration and Support Services, presented a detailed multi‑year financial review showing DBI ended FY 2007–08 with an operating fund balance of roughly $2.2 million and an overall all‑fund balance (including restricted funds) of about $6.4 million. Levin said FY07–08 recorded approximately $3.4 million in surplus revenues and $5.3 million in expenditure savings, largely from vacant positions and tight non‑personnel controls.
Levin walked commissioners through project appropriations that draw on fund balance (including remodeling and permit-tracking projects) and noted some restricted funds (repair/demolition, hotel preservation, code-enforcement rehabilitation, strong motion) that together account for remaining reserves. Commissioners asked for criteria for restricted funds, project timing, and a longer historical audit (commissioners referenced earlier statements that suggested higher prior fund balances); staff said data are available and offered to return with additional research.
Commissioners also questioned apparent inconsistency in earlier briefings about permitting volume and staff reductions. DBI staff said layoffs were directed under a mayoral order and that permitting counts rose late in the reporting year; they committed to provide a first-quarter report showing the fee increase and permit counts.
