The Building Inspection Commission approved an administrative bulletin on Sept. 24 to implement the city’s Green Building Ordinance (Chapter 13C), which is scheduled to take effect Nov. 3 pending approval from the California Energy Commission.
Lawrence Kornfield presented the bulletin as an implementation tool developed with the Department of the Environment and DBI staff. Commissioners voiced support for the ordinance’s aims — cutting greenhouse-gas emissions and encouraging dense, transit-oriented development — but cautioned that administrative procedures should not add burdens that discourage housing production. Kornfield noted the bulletin includes incentives for increased density as part of the green-building scoring.
The commission moved to approve the bulletin, the motion was seconded, and the vote carried with no opposition recorded at the meeting. Staff said the department will coordinate with Planning on how the bulletin is administered to maintain consistency with broader land‑use objectives.
