Neighbors press DBI to enforce stop-work orders after alleged unpermitted demolition

During public comment, neighbors and tenant advocates raised concerns about apparent demolition work without a permit and inconsistent enforcement by DBI at multiple properties.
A resident described a private construction project at 1675 Eleventh Avenue in the Sunset District and said the owner "basically demolished" the building without a permit and altered approved plans. "So I'm asking the commission to order DBI to issue a stop work order and have this project examined," the commenter said, urging that the department enforce the code so the public retains confidence in the process.
Acting Director Vivian Day (or DBI staff present) responded that the department would investigate the matter and report back to the commission. Commissioners said they would agendize the issue for a future meeting and pursue coordination with Planning where appropriate.
Other public comments raised ongoing repair problems at 151926#8211;1529 O'Farrell Street (rotting staircase, leaking pipe) and asked DBI staff to inspect and report on progress before the rainy season.
Commissioners acknowledged a need to clarify demolition definitions and public-notice language after prior meetings and directed staff to place the enforcement definition and joint planning-building items on a future agenda.
