Commission adopts DBI business process reengineering plan, drops supplemental staffing request

Director Isam Hassanen told the commission that, given current economic conditions and the decision to pursue fee adjustments in this budget cycle, DBI will not seek the previously proposed supplemental staffing request and will instead reassess next year.
Isam Hassanen described the BPR implementation plan as a blueprint for phased reforms — including automation of permit tracking, online services, intake simplification, consolidated over‑the‑counter issuance, inspection scheduling and a special inspection unit — and emphasized that the plan does not automatically trigger immediate hiring. "It doesn't have...any budgetary or staffing implications built into it that would...force or require us to hire anybody," Hassanen said, while acknowledging some items may require additional staffing once revenues and workloads are better understood.
Commissioners and public witnesses supported adopting the BPR plan as a necessary step to improve service levels and reduce turnaround times. The Commission moved and unanimously approved adoption of the BPR implementation plan and noted coordination with the mayor's budget office on modifications to the revenue side of DBI's budget. The Commission also requested future follow‑ups on related items such as the MOU with the Housing Authority and potential joint meetings with the Planning Commission.
Next steps: DBI will commence phased BPR tasks according to the timeline presented (plan review/permitting enhancements through Sept. 2009; inspection scheduling and tracking beginning in fall 2008), coordinate temporary technical staffing as needed, and report progress to the commission at future meetings.
