Board approves a package of policy updates on grants, claims, employee pay, nondiscrimination and food services

The San Francisco Board of Education on Oct. 9 adopted a package of policy updates and new policies covering federal grant administration, claims and actions against the district, environmental and hazardous-substance policy language, employee compensation rules, nondiscrimination/harassment/hate-motivated behavior provisions, and a new food-service operations/cafeteria fund policy.
Most items were reported as having been considered and recommended by the Rules Committee before forwarding to the full board. Commissioner Sanchez repeatedly noted the Rules Committee had given positive recommendations for several items. When presented, district staff or designated speakers read relevant policies into the record; public comment was not offered on several items.
Roll-call results recorded in open session were: Board Policy 3230 (federal grants and gifts) — approved (7 ayes); Board Policy 3220 (claims and actions) — approved (7 ayes); policies on environmental safety/hazardous substances — approved (7 ayes); employee compensation policies (BP 4151, 4251, 4351) — approved (7 ayes); nondiscrimination/harassment/hate-motivated behavior policies — approved (6 ayes recorded); and BP 3551 (food service operations/cafeteria fund) — approved (6 ayes recorded).
Chief of Policy and Operations Orla O'Keefe described BP 3551 as a new policy aligning district practice with the Good Food Purchasing Policy; board members asked how the new policy intersects with existing purchasing policies and were told they are complementary. Chief Counsel read several personnel-related policies into the record. The board moved through the consent and first-reading items before discussing the larger Lowell admissions item later in the meeting.
The policies adopted will be recorded in district policy manuals and take effect per standard implementation timelines unless otherwise noted by staff.
