Multiple neighbors, business owners and neighborhood leaders told the Building Inspection Commission on April 16 that work at 1250 Missouri Street appears to be a residential conversion in an area zoned for industrial and production uses.
Sue Hester told commissioners the site had conditions imposed by the Planning Commission prohibiting live-work or dwelling units, yet she said she has observed fireplaces, full baths and mezzanine sleeping areas that resemble residential units. "No portion of the building shall be used for residential use," Hester said, citing Planning Commission records and arguing the work under construction now appears to contradict those conditions.
Keith Goldstein, a construction-business owner and president of the Potrero Hill Association of Merchants and Businesses, said he found cabinetry, fireplaces and other features while inspecting the site that make the building functionally residential. "Everything's being set up for a residence," Goldstein said, and he asked how such work could proceed in an industrial-protection zone without appropriate review or enforcement.
Tony Kelly, speaking for the Potrero Boosters Neighborhood Association, pointed commissioners to an earlier DBI complaint filed in February (complaint number 20008403750) alleging work beyond the scope of the permit. He said an inspector had reported the work matched approved plans, yet subsequent construction appears clearly residential. "This is a conversion of a commercial building to a residential building under some very inattentive noses at the Department of Building Inspection," Kelly said.
Commissioners and the director discussed next steps. Director Ihsan Hassan said staff would research the complaints, review Planning and DBI records, and report back to the commission with findings. "Let's do some research into the issues and report back to you," he said, committing staff to follow up on the matter.
The commission did not take formal enforcement action at the meeting, but commissioners asked staff to return with a report on 1250 Missouri at a future meeting so the full commission can review the department's findings and any recommended actions.
