One commissioner moved that the commission accept the form for purposes of the first evaluation and direct the director to provide supporting reports in advance; the motion was adopted.
Later, the commission convened in closed session to consider public‑employee appointments. Upon reconvening, the commission announced it had approved the director's appointment of Ray Louie to one deputy‑director position. The commission then moved not to disclose the closed‑session discussion; the motion carried with commissioners voting in favor.
Director Esam Hassanen said he will provide an interim written report at six months on the items identified in the evaluation form. Commissioners emphasized that documentation will help the commission evaluate progress on objectives such as process reengineering, customer satisfaction and interagency coordination.
