SAN FRANCISCO — The Department of Building Inspection reported early fiscal‑year figures at the Sept. 19 Building Inspection Commission meeting that project a revenue shortfall and prompt a planned fee study.
Diane Lim, presenting the July year‑to‑date financial statement, said July revenues annualized were $2.8 million — which annualizes to about $38.3 million versus the $40.3 million budget, a gap Lim described as a $2 million shortfall. Lim noted July expenditures were unusually low because the fiscal year had just begun and many purchase orders and contracts were being updated.
"Based on these projections, we would probably only be using 5.8 of that" of the $7.049 million planned fund balance contribution, Lim said (percent and units not specified in the record). Lim said the department is trimming expenses and finding ways to enhance revenue.
The director said the department has begun an RFP process to hire a fee consultant to assess current fees, noting fees have not been adjusted in many years and that a study could lead to adjustments to align fees with service levels.
Commissioners asked whether the July dip reflects seasonal cycles and whether remodeling permits are down; staff said construction activity nationwide has slowed, that seasonal variation exists, and offered to return with month‑by‑month comparisons.
The Commission did not adopt budget actions at the meeting; staff said they would continue monitoring revenues and return with further analysis and recommendations, including the fee study results.
