Board hears BCC and DELAC findings; members press for clearer reclassification and parent-engagement steps

The board received annual reports from the Bilingual Community Council (BCC) and the District English Learners Advisory Committee (DELAC) on March 13, which focused on access to translation services, English Learner Advisory Committees (ELACs), reclassification procedures and language-pathway instruction.
BCC presenters described site visits to eight schools and urged consistency across schools on designated and integrated English Language Development (ELD), stronger parent engagement through functioning ELACs and fidelity to target-language instruction in foreign-language elementary programs (FLES). DELAC members stressed the need for clearer reclassification procedures, professional development for administrators and teachers, accountability mechanisms and summer learning options to support reclassification timing.
Commissioners asked for clarity about how recommendations would be prioritized and implemented; Multilingual Pathways staff said recommendations feed BCC agendas and that the district provides coaching, EL audits and stipend-supported ELD coordinator roles. DELAC presenters cited reclassification-rate disparities (examples given in the meeting: reclassification ~51% for Chinese-speaking students vs. ~28% for Spanish-speaking students) and recommended twice-yearly training and accountability for reclassification processes.
Board members thanked committee volunteers and asked staff for follow-up reports on implementation timelines, ELAC activation and reclassification accuracy.
