Commission approves minutes; MOU with Housing Authority near execution; director search proceeds

Commission staff updated members on several administrative items. Acting Director Amy Lee said the recruitment for a permanent DBI director is active: the application deadline is Nov. 20; search firm Bob Murray & Associates will screen candidates and present recommendations for commission interviews, which staff expect to hold beginning in January. Commissioners were briefed on how they will handle public-meeting and confidentiality rules during the hiring process.
On interagency coordination, Chief Housing Inspector Rosemary Boskey summarized a draft memorandum of understanding (MOU) between DBI and the San Francisco Housing Authority to improve response to housing authority complaints on authority-owned properties. The MOU would route complaints and early notice to the Housing Authority’s general counsel to speed repairs and avoid lengthy notice-of-violation and litigation cycles. Boskey said the draft is nearly ready to transmit to the city attorney and the Housing Authority for final review; if both parties agree the MOU would take effect immediately upon execution.
Commissioners discussed outreach to residents and asked whether DBI could create a single hotline and multilingual support for Housing Authority tenants; staff said existing Housing Rights Council contacts and code-enforcement outreach are in place and that a hotline could be implemented as part of publicity once the MOU is executed.
Formal actions recorded in the meeting were routine minutes approvals and the adjournment motion. The motion to approve the Sept. 18 minutes was moved by one commissioner and seconded by another; the commission approved by voice vote. The Oct. 2 minutes were similarly moved, seconded and approved.
Next steps: staff will transmit the MOU draft to the Housing Authority and the city attorney, report any substantive changes back to the commission, and proceed with the director-search timeline.
