DBI updates: MIS RFP, backlog improvements, director search and seismic initiatives

DBI staff delivered a multi-part update covering IT modernization, permit-processing metrics, the department’s search for a permanent director and seismic-safety initiatives.
Acting Director reported the MIS RFP was reissued to broaden bidders and panels are completing ratings; DBI expects to select a vendor by the end of December and split the procurements so address/GIS mapping can be delivered sooner. "Right now, we're currently in the process of, the RFP and the, our panels are in the process of rating the bids," DBI staff said. The website now includes GIS integration and DBI plans to add electrical and plumbing permit inquiry features within weeks.
On performance, DBI said major-project backlog improved from 24 to 17 days, residential backlog fell to about 3 days, and commercial plan-check went from about 9.6 to 5.1 days. In October DBI received roughly 3,371 permits and approved about 3,231, and inspection activity rose (about 11,000 inspections that month).
On leadership, commissioners were briefed on the permanent director search: Bob Murray & Associates (search firm) received about 45 applications; the firm will interview and rank a top group (about 15) and present finalists to the commission for interviews in January. Commissioners sought assurances about confidentiality and compliance with open-meeting and HR rules.
Seismic and emergency-preparedness work was detailed by Ray Dewey (structural safety and emergency management). DBI participated in the regional Golden Guardian exercise, hosted collapse-site and EOC drills, and plans a soft-story wood-frame building inventory and retrofit program with field work starting in February. AB 83 (tall-building administrative bulletin) and gas shutoff valve policy work were described as in-progress items.
