DLAC and BCC recommendations included (1) purchasing grade‑level instructional materials that incorporate designated and integrated ELD across content areas; (2) expanding professional development and capacity‑building for staff and families; and (3) creating site EL coordinator positions at elementary schools with at least 21 EL students. The advisory councils stressed translated materials and culturally responsive parent engagement.
Chief Academic Officer Brent Stevens responded that the district is piloting a new designated ELD framework in five elementary schools, planning materials purchases (kits for bilingual transfer, an academic language framework, discussion cards, posters and planning tools) and proposing stipends or a phased approach to site EL coordinators for the coming year.
Board members asked staff to provide cost analyses and to include responses in the upcoming LCAP (Local Control and Accountability Plan) draft and written LCAP feedback cycles.
