SFUSD presents annual Lao report on English Learner services; district reports progress and next steps

Christina Wong, special assistant to the superintendent, presented the district's annual Lao Report on Nov. 10, outlining the district's English Learner (EL) system of support and the required reporting under the modified consent decree.
Wong said the annual report is filed with the federal court and provides detailed demographic and staffing data, instructional materials, translations and EL placement guidelines. "We have 62 languages represented," she told commissioners, highlighting the district's linguistic diversity and noting that Cantonese and Spanish remain the largest language groups by enrollment.
The presentation summarized 2014-15 SBAC literacy and math results by EL pathway and classification and reviewed reclassification counts. Wong described next steps and interventions the district will expand, including summer EL Village programs, partnership-based morning academic interventions with community-based organizations, and an AVID Excel pilot for acceleration. She also described development of an observation protocol and tablet-based tools for non-evaluative professional development and better tracking of EL services.
Board members asked for additional disaggregation of SBAC data by primary language and by pathway, and sought clarity on reclassification criteria and fifth-year graduation outcomes for ELs. The district said the current annual report covers four-year graduation data and that more detailed fifth-year information and primary-language fluency measures will be available through forthcoming assessments and data releases.
Commissioners welcomed the presentation and requested lists of CBO partners, additional language-by-language SBAC comparisons, and progress reports on summer interventions and the AVID Excel pilot.
