SEIU chapter president Josh Davidson told the board that many student nutrition workers, clerical staff and warehouse workers are appointed as "temporary exempt" employees who lack due-process rights, job security and access to retirement or bumping rights. "They do not have due process rights. They have no job security," Davidson said, and he asked the district to move student nutrition workers toward permanent status.
Aaron Arnold, a senior clerk typist, described the structural divide between permanent employees who took civil-service exams and temporary exempt employees who "can basically be let go at any time" and asked the board to enable opportunities for temporary-classified employees to take civil-service exams.
Rhonda Goldsby, the field representative assigned to SFUSD, said nearly half of the workers her union represents in the district are temporary and urged the board to support conversion and protections across classifications.
The board offered to connect union representatives with the district's director of labor relations, Mr. Scarlato, for follow-up; no board vote or binding commitment to convert classifications was recorded in the meeting transcript.
