Chief facilities officer David Golden and consultant Larry Furch (Delinka Group) presented the developer‑fee justification study required under Education Code section 17620 and explained the legal steps: public notice, hearing and filing certified resolutions with the city’s Department of Building Inspection so the new fees can be collected at permit. The consultant said the residential fee — the primary revenue driver — can be increased from the 2013 level by roughly $0.45 per square foot under the 2014 legal/financial parameters used for the analysis.
Board members asked technical questions about capacity assumptions and per‑student cost calculations; staff explained that middle‑school needs were modeled as expansions rather than full new facilities where appropriate and that the study follows state guidance on design capacities.
The board conducted the public hearing, approved the resolutions to update fees and authorized staff to file the required documents with the city.
