The San Francisco Unified School District board on April 28 authorized the superintendent to enter an agreement with The New Teacher Project (TNTP) to partner on establishing a principal and administrator pipeline, subject to district design authority and negotiated terms.
The proposed partnership would tap a TNTP-secured federal grant of about $3,000,000 to support a three-year initiative. The superintendent and staff said the district would provide a local contribution of roughly $525,000 over three years to meet grant-matching requirements; TNTP and other partners are raising additional matching funds. Superintendent Carranza said the partnership would provide technical assistance and seed funding to create a district-run administrator credentialing and leadership pipeline and that the goal is a district-owned program at the end of the three years.
Commissioner Wins and others raised concerns that the TNTP grant materials suggested TNTP would implement the program. After discussion the board added language to the requested action to require that the pipeline be "designed by SFUSD" and that TNTP implement under SFUSD's direction. General counsel confirmed the board was authorizing negotiation of a memorandum of understanding; final terms will be returned to the board for approval. The roll call recorded six ayes and one no.
