Commissioner Mendoza McDonnell asked why the contracts were retroactive and highlighted one contract amount of $210,000. A staff member (Mr. Graziola) apologized, saying these are routine annual contracts (auditors, school services, etc.) and that the items were intended to be on the June agenda but were missed; he said it would not happen again.
Commissioners pressed on procurement best practices and how often the district should rebid auditing services; staff said VTD (the auditor) has provided satisfactory service for several years and that the district sometimes rebids every three years, but that there are relatively few firms for this type of work.
A roll-call vote on the group of retroactive items recorded five ayes; Commissioner Mendoza McDonnell recorded a 'No' on N12 and N13 (noted exceptions). The board then proceeded with other agenda business.
