Board approves student-assignment changes to prioritize enrollment at Willie Brown Middle School

Executive Director Orla O'Keefe read Resolution 14826 SP1 and said the requested action would adopt the revisions to board policy P5101 and suspend the usual timing provision so the changes could take effect immediately. O'Keefe described the policy revisions as mechanisms to provide tie-breaker preferences (including a 94124 geographic preference) and to allow temporary feeder adjustments while the new middle school opens.

Superintendent Richard Carranza and deputy staff described a multi-department plan that will include STEM and music programs, wellness and dental clinics, multilingual outreach, community-based organization partnerships, and consideration of transportation options (including a potential bus for Mira Loma students).
Commissioners also debated the mechanics of tie-breakers and the temporary nature of some changes. Deputy staff explained that students living in 94124 and those with multiple tiebreakers would have higher preference, and that feeder ties to Denman and others would remain available while adding Willie Brown tie-breakers for the initial opening period (the fuller feeder pattern would take effect in the 2017-18 school year).
Public comment earlier in the meeting highlighted community concerns about the broader assignment system: parents testified about long commutes, hardship cases, and perceived lack of diversity at some schools. The board directed Mr. Sanderson, who oversees high schools, to meet with parents who requested follow-up and to involve interpreters.
A roll-call vote on Resolution 14826 SP1 recorded six ayes and carried. The board asked the superintendent to return with an in-depth plan describing how the district will recruit a diverse and robust enrollment for Willie Brown before feeder patterns fully take effect.
Next steps: Staff will prepare the requested outreach and program proposal and return it to the board for review.
