SFUSD extends hiring window for three JROTC instructors after funding and retirement concerns

Jerry Paratore, district director for the ROTC program, told the board he counted 946 students enrolled in ROTC across the district and described staff efforts to prepare candidates for credentialing courses. Paratore said funding remained "problematic" for some hires but staff were working to secure outside funds and alumni support for at least one position.
Major Perotori (identified in the record as Major Perotori) described the program's staffing model and said the typical team includes a commissioned officer and a noncommissioned officer, with evolving credential expectations for NCOs. Several commissioners pressed staff about enrollment counts, Department of Defense program thresholds and whether the district will meet federal JROTC standards.
On the amendment to change the hire-by date to Nov. 1, the board recorded 5 ayes on the amendment. The amended resolution itself carried on a subsequent roll call with 4 ayes.
Board members who supported the amendment said it was a narrowly tailored accommodation to allow at least one candidate to complete required administrative steps and to give time for outside funding to be confirmed; those who opposed said the modification risked being open-ended or relied on funding not yet secured. The board asked staff to continue monitoring funding and compliance and to report back if implementation issues arise.
Next steps: staff will continue discussions with principals, program leads and external funders to finalize hires and to ensure compliance with both local and Department of Defense program requirements.
