Parents and staff press SFUSD on school staffing and EL budget transparency

Multiple community members used the public-comment period to press the San Francisco Unified School District for oversight and fixes to staffing and program problems at specific school sites.
Teachers and staff from Cesar Chavez Elementary described what they called "relational trust" issues with administrators, multiple non-relects and a reduction of specialized positions despite new device purchases. An educator representing the Deaf and Hard of Hearing program said the school is the district’s only elementary magnet for deaf students and urged continuity in teacher assignments to preserve students' communication access.
Parents from Visitation Valley Elementary reported widespread staff departures and alleged that interactions with the principal had led to retirements and transfers; they requested an independent committee to investigate local school leadership and asked the board to take the concerns seriously. Superintendent Richard Carranza invited parents to meet with Associate Superintendent Kevin Truitt after the meeting for follow-up.
Separately the District English Learner Advisory Committee (DELAC) presented an annual report with several recommendations including greater budget transparency for Title I/Written Student Funding, clearer allocation reporting for EIA and Title I funds, improved qualifications and training for substitute teachers to meet language needs, and a recommendation to increase daily English language development time from 30 to 60 minutes. Commissioners thanked DELAC and asked staff for follow-up and data.
Board members acknowledged the seriousness of the public concerns and directed staff to follow up: Superintendent's office offered a post-meeting meeting location (Room 601) for Visitation Valley parents to meet Associate Superintendent Kevin Truitt and requested DELAC recommendations be taken to curriculum and budget committees for staff responses.
