Summary

At the Oct. 11 meeting the San Francisco Board of Education recorded the following formal outcomes:
- Approval of minutes from the Sept. 27, 2011 regular meeting (motion moved and seconded; roll call recorded; chair noted 4 ayes during initial approval discussion).
- Consent calendar and K resolutions: several K items were pulled for second reading or withdrawal; the board approved a slate of K resolutions after discussion, including K6 through K11 (professional development, parent-engagement work, SIG partner contracts) by roll call. Commissioners asked staff for additional budget/back-up on retroactive contracts and SIG partner selection.
- Transitional Kindergarten: staff presented an informational TK implementation overview; no formal board vote or policy adoption occurred. Staff will return with supplemental enrollment guidance, implementation details and PD plans.
- Free Muni resolution (Item R): the board amended the student-authored resolution to "support the idea" of free youth Muni passes and for SFUSD to "join" multiagency planning to design, secure funding for and launch a pilot. The amended resolution passed by roll call (vote recorded as five ayes).
- Contracts and procurement: several small public-works/personal-service contracts under $15,000 were reported; staff explained the three-quote process for non-bid work and commissioners requested clearer written backup showing cumulative work with repeat vendors.
- Closed session actions: the board announced expulsions approved in closed session for two middle-school students and three high-school students under stipulated expulsion agreements.
Board members requested further staff follow-up on SIG budgets and partner evidence of effectiveness, details on retroactive expenditure approvals and more thorough public documentation of site-level program choices.
