Board adopts opt-out notification for students’ data in Department of Defense recruitment database

The Board voted to expand student privacy protections by adopting a resolution directing the superintendent’s office to distribute opt-out forms allowing parents or students to request exclusion from the Department of Defense’s JAMRS (Joint Advertising, Market Research & Studies) recruitment database.
Legal counsel read the amended resolution into the record, recording board policies the district adopted previously to protect students' personal information and noting that JAMRS purchases personal information on individuals ages 16–25 from outside sources for military recruitment. The resolution requires the superintendent to make opt-out forms visible at school sites and to develop a system to notify students who turn 15 that they are eligible to opt out.
There was no public comment on the item. In roll call the commissioners recorded affirmative votes and the resolution carried. Board members thanked the committee and district counsel for drafting the amendment that adds the explicit notification requirement for students turning 15.
The resolution does not change state or federal rules regarding recruiters’ access to data; it directs the district to inform families and to provide a mailing/opt-out pathway for those who wish to remove their information.
