Board Backs Recommendation to Explore Citywide Open‑Enrollment AP Courses

The San Francisco Board of Education approved a recommendation Feb. 23 asking the superintendent to include a districtwide open‑enrollment Advanced Placement (AP) program among proposals to expand AP access.

The resolution, authored by Commissioners Feuer, Kim and Moffet and read into the record by Joseph Giovannetti, calls for offering a selection of core and high‑interest AP courses outside regular school hours at city‑owned sites near underserved students. Enrollment would be open to any district student without prerequisite restrictions, and the district would provide counseling, transportation and professional development supports.

Board members amended the resolution to position it as a recommendation to the superintendent and to request a fiscal analysis rather than immediate implementation. Commissioners said the intent is to address inequitable AP distribution across sites — for example, Lowell High currently offers far more AP options than many other schools — and to expand college‑readiness opportunities for underrepresented students.

Union and teacher speakers supported greater AP access but urged the district to preserve teacher preparation time and to avoid cuts to existing services. Staff said the district would examine fiscal implications and bring recommendations forward; the board recorded unanimous approval of the recommendation.

The board directed the superintendent to include the approach in the list of recommendations for AP access and to report back with cost estimates and implementation options as part of ongoing budget and program reviews.
