SFUSD board approves budget transfers and SRO contract after debate on spending priorities and safety data

The San Francisco Unified School District board approved a slate of budget transfers and a consultant contract providing School Resource Officers at selected school athletic events after extended discussion and requests for more data.
Public commenter Dennis Kelly of United Educators of San Francisco questioned a cluster of budget transfers that moved funds from certificated salaries and substitute days into consultant fees and a new teacher-recruitment project. "I simply don't understand what is going on here and I would appreciate some cogent answer," Kelly told the board, urging clarity about whether anticipated savings and carryover funds had been correctly applied to new projects.
Staff explained several items in the consent calendar. Visual and Performing Arts staff said commitments to Musician Corps fellows were funded originally from carryover VAPA block-grant funds that had been swept into central funds; the district proposed reconciling that carryover by moving ongoing VAPA block-grant funds to honor prior commitments. Human-resources staff and the New Teacher Project team explained that Title II funds partially support a $254,000 share for recruitment and that the New Teacher Project provides two high-touch recruiters and additional internet recruiting services; HR said the program has produced strong principal-level feedback and that the district intends to transition recruitment functions in-house over time.
The board also debated a contract with the San Francisco Police Department for School Resource Officers at select athletic contests. Don Collins, the district's athletics commissioner, described SRO use as a prevention strategy: "We do use SROs for all football games. We use them for select basketball games. A few other, big ticket items where we have large crowds, we will use them." Vice President Kim asked staff to track incident data related to police deployments so the board can evaluate the need and frequency of SRO involvement.
After discussion the SRO item passed (recorded vote), and the board approved several budget transfers with the understanding that staff will provide a follow-up report that integrates federal-grant spending, recruitment outcomes, and site-level impacts. Commissioners asked staff to provide an integrated theory of recruiting and a clearer plan for how federal Title funds and other categorical monies are being aligned with district priorities.
