Staff confirmed the funding source for the contract is a restricted Title II professional‑development allocation, not general fund dollars.
Given the number of open questions, commissioners asked staff to provide a full budget breakdown, scope of work, evidence of prior results and a procurement history for the engagement; the board agreed by consensus to postpone final approval to the next meeting and requested that staff also review retroactivity policy and bring proposed limits or procedures for when retroactive agreements are presented.
While the board postponed the vote, several members agreed that already‑scheduled sessions could continue to avoid disrupting staff development pending the requested documentation.
