Board clarifies Community Advisory Committee roles for public education fund, adds superintendent appointee requirement

The San Francisco Board of Education on April 28 approved an amended resolution clarifying the composition, responsibilities and reporting deadlines for the Community Advisory Committee (CAC) that advises the superintendent and board on the Public Education and Enrichment Fund (PEAF).
Staff member Chris Armintrout told the board that CAC members had generally embraced the proposed clarifications but had asked that the superintendent appoint three members rather than two to ensure representation across divisions. Commissioner Kim proposed an amendment to require that superintendent appointees include representatives from elementary, middle and high school divisions; the board accepted the amendment by general consensus before the final roll-call vote.
The resolution sets a cap on CAC membership (up to 21 members), lays out responsibilities including gathering data and community feedback, and requires CAC recommendations to be aligned with the district—s balanced scorecard and due to the superintendent no later than November 1 each year. The superintendent is directed to forward the superintendent—s report and recommendations to the board—s business, budget services and curriculum committees in December and to provide a finalized report to the board by the first meeting in January.
Board members discussed ensuring CDC (child development center) representation and possible joint meetings with the First 5 commission for alignment on early childhood funding; staff agreed to work with commissioners to fill membership gaps and to reflect guiding principles developed by the board. The amended resolution passed by roll call (7 ayes).
The board also directed staff to continue outreach to ensure the CAC is demographically balanced and to provide data that supports CAC recommendations.
