SFUSD board narrows committee rules, keeps transitional protections for Prop H and other committees

The San Francisco Unified School District Board of Education on Dec. 11 adopted revised rules narrowing the size and term structure of its advisory committees while preserving transitional exceptions for several standing committees, including the Prop H and Public Education Enrichment Fund committees. The board voted to adopt the policy as amended after a series of roll calls and language clarifications.
Board members debated an amendment that would have struck clause 1.3, which proposed reducing many committees to a single member appointed by each board member. Several trustees and public speakers warned that cutting membership risked reducing diversity and student representation on advisory bodies. One member urged the board “not to change this” and cautioned that a “mishmash” of ad hoc rules had been difficult for staff to manage. Another commissioner said single-member appointments could worsen quorum and representation problems for committees that rely on multiple voices.
In response, the rules committee and staff proposed transitional language and precise term limits: committee members’ terms will generally be set at two years, with limits expressed as four years total (two full terms) and an explicit option to be reappointed after one year off the committee. The board also directed that certain committees named in the resolution be allowed a transition period so that membership reductions would phase in rather than take effect immediately.
Board members confirmed a clarification to the committee year (extended to run Aug. 1–July 31) to avoid an unintended July hiatus and asked staff to provide clearer, explicit language about consecutive terms and reappointment procedures. Following amendments and roll call, the board adopted the policy as amended.
The changes will be implemented over time; the board directed further conversation with affected committees (including the Public Education Enrichment Fund and Prop H committees) and staff to flesh out selection and quorum rules and to ensure recruitment for diverse membership. The vote concluded the rules-item portion of the agenda; the board moved on to other business.
