The board decided to use ranked-choice voting at the meeting: commissioners ranked one through four and staff tallied the ballots.
Public speaker Ernestine Patterson recommended Bob Planthold; commissioners expressed differing priorities—some emphasized outreach and civil-rights experience, others technology and familiarity with election processes. The tally produced a four-vote plurality and the chair announced "Mister Young" (as read in the roll-call) as the appointee; the transcript consistently identifies the selected candidate earlier as Malcolm Wang in the applicant list and as the announced appointee.
