District unveils draft Lau action plan to strengthen K–12 English-learner pathways and monitoring

District staff presented a comprehensive draft Lau Action Plan intended to improve services and outcomes for English learners across San Francisco Unified School District.
The plan sets out 10 sections of action, from improved identification (including foreign-transcript analysis for secondary newcomer students) to redesigned student assignment systems, strengthened K–12 program pathways (dual immersion, biliteracy, English-plus, newcomer pathways and others), centralized primary-language instructional materials, and a commitment to build a robust student-information system for longitudinal monitoring and reporting. Staff also proposed assigning more-experienced teachers and support personnel to EL-impacted schools and strengthening parent outreach and translation services.
Board members asked several clarifying questions about CELT data use, definitions of 'pathways' (early-exit/late-exit, biliteracy), and the role and structure of the Bilingual Community Council in monitoring. The board asked staff to place the plan on the curriculum committee agenda for additional review and to continue soliciting BCC input and legal-party comments before final adoption and any required court submissions.
