The resolution allows SAC to recommend expenditures to the board and proposes that donations over $5,000 be publicly recognized by the board at a regular meeting.
Commissioners discussed guardrails for corporate solicitations; several trustees asked that staff review lists of potential corporate targets before solicitation to avoid unintended conflicts with district policies or community standards. Board counsel and SAC advisors confirmed that any substantial donation would still require board acceptance on the public agenda and that donors should be told contributions are tax‑deductible. The board approved the resolution as amended to add staff review of solicitation lists.
