The Board of Education approved a tentative Memorandum of Understanding (MOU) with United Educators of San Francisco (UESF) that sets the framework for using parcel-tax revenues to increase teacher compensation and supports. District negotiator Tom Ruiz presented an overview of the agreement and described the main elements: increases to the salary schedule (including raising the starting salary for new teachers), retention incentives at specified career points, funded professional development hours, and targeted pay for hard-to-fill subject areas.
Ruiz described two retention incentive points: an incentive after four years of service ($2,500) and a larger incentive after eight years ($3,000), and highlighted funding for substitutes and health benefits for a pool of 40 substitutes who agree to take first call at hard-to-staff schools. "The Master Teacher Plan will allow up to 50 teachers to be designated to assist other teachers and also receive an appropriate period of release time for that assistance," Ruiz said as he outlined the structure to create teacher leadership pathways.
Board members lauded the negotiated agreement as a first step to retain teachers amid high housing costs and statewide cuts. Commissioner Marr noted that one in five teachers leave SFUSD within three years, and members said the MOU is targeted to stabilize staffing in high-turnover sites and recruit teachers in shortage areas such as math, science and special education.
The Board approved the tentative agreement by roll call. Staff said this MOU is the first in a series of agreements to translate parcel-tax resources into concrete salary and support changes and that additional MOUs with other bargaining units will follow.
