Rob Daniels and Antigone Trumes described central and per-capita allocations and said central funds would address startup costs and equity gaps (for example, instruments for band programs at under-resourced schools). Board members thanked presenters but requested more detailed backup: which schools would receive startup funds, how many students would be served, how consultant and one-time purchases were grouped, and the expected program outcomes. Several commissioners asked to move the item to the budget committee for fuller review; staff said instrument bids have been accepted, teachers are already in classrooms funded by Prop H and the vendor timeline is in motion. The board agreed to notice a special meeting that would allow the budget committee to examine the plan and provide a recommendation before the board votes; no final district-level spending decision was made at this meeting.
Commissioners were particularly interested in equity: ensuring per-capita dollars reach all schools while central spending addresses startup needs at specific elementary and middle schools that require instruments, kilns or other shared equipment. VAPA staff said the plan aims to balance per-pupil distribution with targeted central investments to close gaps in access.
Next steps: staff will present more detailed budget backup at the budget committee special meeting and return a recommendation to the Committee of the Whole and then to the Board for final action.
