Board approves union deals, tax anticipation notes and several district items

At its Sept. 20 meeting the San Francisco Board of Education approved several routine and business items: separate tentative agreements with Local 38 (plumbers), Local 6 (electricians) and Local 40 (roofers), each accepting a 3 percent midyear salary increase and continuation of district-paid health premium costs; authorization to issue 2007 tax and revenue anticipation notes (TRANs) of up to $75 million for cash management; and the remaining consent-calendar items.
The board held a brief public hearing on the craft tentative agreements and recorded separate roll-call votes. The Local 38 plumbers agreement passed (recorded as six ayes in the transcript roll call), Local 6 and Local 40 agreements were subsequently approved (roll calls recorded in transcript). The CFO and bond advisor explained that TRANs are a standard cash-management tool for districts with lumpy property-tax receipts; the board authorized issuance by roll call (seven ayes recorded).
Other items handled during the meeting included approval of minutes and routine appointments; closed-session readouts noted a $12,000 settlement in an existing litigation matter and approval of a deputy superintendent contract.
