Board holds first reading of FY2007–08 budget as unions urge delay pending layoff details

"Before you adopt the budget, we encourage you not to lay off any SEIU members by adopting this budget," a union spokesperson said, asking for meetings with human resources and staff to examine alternatives.
Commissioners said the first reading was intended to start public deliberation. Commissioner Winn noted requests to clarify changes in federal revenue lines, mandated cost reimbursements and how adopted budgets compare to proposed budgets, asking staff to prepare explanatory materials for the Committee of the Whole. Staff told the board hard copies of the budget were available and that a searchable PDF had been posted on the district website.
The board set procedural deadlines: the budget will be discussed in depth at the Committee of the Whole and returned to the full board for action at the regular meeting on June 26. Commissioners asked staff to provide details on revenue assumptions, differences between average daily attendance and enrollment, categorical program allocations (including Proposition H funds), and the potential fiscal impact of options such as adding a bungalow at Guadalupe if requested.
