At a public hearing on initial proposals from IFPTE Local 21, dozens of district employees testified about long‑standing salary disparities between SFUSD and other city employers and the impact on morale and retention. Union representatives said the previous administration stalled negotiations for years and asked the board to pursue creative compensation solutions to retain experienced classified staff, particularly in IT and facilities.
Multiple speakers described leaving the district for city jobs that pay 25–40% more, chronic vacancies in IT, and the effect on service quality. An IT employee who had worked for the district nearly 20 years said cost‑of‑living pressures in San Francisco make parity with city pay essential. Union speakers asked the board to instruct negotiators to be reasonable, protect remaining staff and consider measures such as pay parity, loan assistance and other retention incentives.
Superintendent Chan and other board members acknowledged the problem and said negotiation teams would take testimony into account; the mayor later offered city partnership resources but did not alter the bargaining timeline. The board did not take a formal bargaining vote at the meeting; the hearing was the public‑record initial step under EERA obligations.
