Staff recommended two primary modifications: exclude named Neighborhood Commercial Districts (NCDs) like Bayview from blanket RUD controls so the Board of Supervisors can set controls specific to those NCDs, and extend conditional permitting to additional bar and nighttime entertainment uses in Bayview to make controls more equitable. Commissioners debated whether removing Bayview from the RUD and imposing conditional use authorization would inadvertently broaden allowable uses without sufficient neighborhood input.
After discussion about community notification and the historical reasons for alcohol restrictions in Bayview-Hunters Point, the commission approved the supervisor-sponsored ordinance with one dissenting vote from Commissioner Campbell (5-1). Several commissioners asked staff to pursue additional neighborhood outreach and to return with analysis of potential impacts if the modifications are broadened to other areas.
